Hello, I am wondering if as Ryzen 5 1600 Overclocked to 3.85 Ghz on stock cooler will be powerful enough to achieve little no indistinguishable bottleneck with a Rtx 2080

CPU sets max FPS, GPU sets maximum graphics settings at which you can achieve that framerate.

The R5 1600 even with an overclock is incapable of reaching 240fps, regardless of what GPU you pair.
Since I want to wait for new gen processors I think im gonna get 2070 Super and a 240hz monitor then 2020 ill get my cpu because with the r5 1600 and 2070 super I did some research and I will get around 200 fps. Thoughts?

I doubt you will get 240 fps, even with that system.
Also if fps matter the most and 1080p, you should look into Intel more than AMD. Even if it's a i5 as long as it has a K at the end, to overclock.
Especially if prices are as high on the new Ryzen, the only ones that equal the Intel are the high end 3600 and 3600x and they don't overclock as easy and as much as Intel does out of the box even.
But yea the 1600 is very outdated and it was never close or equal to the Intel of the same caliber to begin with. The third generation Ryzen are much closer but expensive and their longevity hasn't been tested the same way Intel has been over the years.

As long as you have Gsync on your monitor, it won't matter so much. I mean I got a new laptop without gsync and it's 144Hz but even running some games at 70 fps doesn't present stuttering, which is weird. I guess you notice those more if there are HUGE DROPS in fps so you should also look for the 1% and 0.1% low fps in benchmarks.
