there are other choices aside from 8100 and r1600.

but the breakdown of these two initial choices is that the i3, as always an increadible single core speeds. This will always give you a leadway on <4 core tasks over other slower higher core count units. On the other hand, the r-1600 is a great LONG TERM chip, no It does not offer best single core speed, but as you get into CPU heavy/multicore tasks, it'll shine. Although, at the end of the day... when are you gonna use 12 threads?

as far as Ram for the Ryzen, 3000mhz is a good choice. it meets the minimum requirements to run that system in stable conditions. Make sure your motherboard choice supports 2933/3000/ or 3200 if you choose to spend some extra money on the 3200mhz ram

I don't believe that contradicts anything I wrote. I stated clearly that if only gaming I would still recommend Intel over AMD. You even quoted it.

And yes, Blender will use all threads. For rendering it cuts down my render times by a third compared to my GTX 750 ti. But that's a specific use case.

Technically, the Ryzen 5 1600 is better, or should be better, but according to many calculations, the Ryzen 5 1600 can be 5% better, to 10% worse. The i3-8100 is stronger for gaming but the Ryzen 5 1600 is a more powerful everyday, workstation cpu.

This isn't the only thing to consider though, as the Ryzen 5 1600 also comes with a much stronger cpu cooling fan than Intel's stock cooler, but it's around $100 AUD more ($70 USD or something).

Overall, I would choose the i3-8100 but if I had a budget a bit over $1200 AUD ($850 USD or something) I'd prefer the i3-8350K for much stronger performance in every category against both the i3-8100 and the Ryzen 5 1600 by around 15% - 30%.
