ryzen 5 1600 stuck at low 1550mhz

I have it set to 3500 in bios but Its stuck and can never get a good performance. i have a 1060 6gb a msi pro carbon x399 and a 1000w psu so lack of power is no problem , can I please get some help also the power is set to high peformance

my bad its a x370 pro carbon but i reset bios settings and its all fine now
