ryzen 5 1600X down clocks when its being used

Hello. I just upgraded my pc and now im facing some problems with my new CPU.
my build is:

CPU: Ryzen 5 1600X
GPU: Nvidia GTX 770
RAM: Corsair Vengeance 16GB 2400MHz
Mobo: Crosshair VI Hero
Power Supply: Be quite system power 8 (600 watt)

My problem is that when im starting a game, my CPU clock speed drops significantly. Idle https://imgur.com/1k7dvvF Load https://i.imgur.com/JVN2Dm0.png

This causes lags and is very annoying. If overclocked or not, the problem stays. I also tried doing a cinebench CPU test to see the results and the problem occurs again. My score for mutli threading is only 325cb. It also seems like my GPU is a big bottleneck for my CPU. If thats the problem, Im going to buy a new one end of next month. If not I really dont now what to do. I hope someone can help, thanks.

Did you I stall windows fresh or did you just swap the old storage drive

I still had the same because Im still using the HDD. I tried reinstalling windows but it doesn't recognize my keyboard and mouse in the language settings. I tried using both USB 3.0 and 2.0 but it still doesn't work.

Ok, instead of booting my pc from the cd drive I just normaly started my pc. Then i selected the cd drive and opened the setup exe. Now its installing windows but i dont know if its the same.
