Ryzen 5 1600X suddenly go to 100% for moments

Hello
As the title said my new AMD Ryzen 5 1600X Suddenly go to 100% usage for only few seconds and my computer freeze and the game or application i’m using get crashes
i’m sure that all drivers are up to date and also my windows
This Problem in not coming all the time i mean not when i launch a game or app but it comes at anytime

My Pc rig is:
CPU: AMD Ryzen 5 1600X
M.B: MSI A320M Pro-VD/S
Cooler: AMD WRAITH SPIRE
RAM : 1x8GB Corsair Vengeance LPX DDR4 2666Mhz
GPU: Asus GeForce GTX 750ti
PSU: Enermax EES400W
SSD: Samsung 850 EVO 120GB
HDD1: Western Digital Blue 320GB
HDD2: Toshiba 320GB

Did you bring the windows install from another build? If so you need to reinstall Windows

The windows is new i did format the SSD Before i put it in the new build
But i did’s install the Motherboard’s Drivers from the CD i just downloaded them from the MSI website

I would update the BIOS while I was at it

That's wrong MB for 1600x processor, it's not made for overclock as x in 1600x means automatic overclock (turbo) and most likely can't supply enough power at higher speeds.

Any board should support turbo speed of the ryzen 5s. I've seen some of them with 2600xs installed running 4.0 all cores with percision boost

I tried almost everything except replacing the SSD and still having the problem.
Also i don’t think the problem is SSD
I will try to install the windows on my HDD just to make sure
