Yes it can. Since it won't actually be outputting the video and simply capturing it, you actually don't need a good graphics card. The only thing you need to look at is CPU power, and that will do just fine.

If ghe PC is dedicated to only stream and record, you will be able to do ot in 1080p60fps if you stream or record. And 720p60fps if you do both at the same time.

Make sure you get a good cooler. Because if you're doing both at the same time, it will use a lot of its processing power and get very hot. Try with the stock cooler but if it goes over 70 degrees, you shouls consider getting a decent Noctua CPU cooler.
