Ryzen 5 2400g working at 1.6GHz instead of 3.6GHz

My computer isn't working at it's most optimal and I'm wondering if this is the way it should be.
It's almost consistently at 1.6 GHz in AMD Ryzen Master also in Task Manager.
I'm new to this, so some advice/insight would be very much helpful.

Processor: AMD Ryzen 5 2400G
Motherboard: Asus Prime 350-Plus
Cooler: Standard AMD Cooler
RAM: 8GB DDR4 2400MHz
Power Supply: 450 W Cooler Master

This is what I see in AMD Ryzen Master and I already tried accessing my BIOS to adjust the CPU frequency and I can't.

That’s just the CPU at idle speeds. Your CPU will not run at max frequency all the time (although you can configure it to do so but don’t worry about that). Download and run Cinebench with Task Manager open and you will see the speed spike up to 3.6GHz.
