Ryzen 5 2500u clock speed locked

Hi community!
I have a big problem with my laptop Lenovo 330S-15ARR with Ryzen 5 2500u.
More precisely my cpu stay locked at 0.38 gHz and i don't know why.
I reinstall windows and the problem persists.
Help me....

Where are you reading that number from?

Is there a BIOS update available for the laptop?

have you enabled "high performance" mode in the power plan settings?

Task manager,no, yes but i use ultra performance win10
Was slower but i fix it

Does this happen when you're plugged in? I currently have the same problem with my sister's laptop (Lenovo 330S core i7) and the cpu speed does lock at 0.39GHz when plugged in but shoots up to 3.4GHz when using battery. I assume that this is because of Lenovo's fast charge tech. The system might be prioritizing fast charge over performance. I'm currently looking for information on how to disable the fast charge since my sister does a lot of video editing and photoshop wherein she'll need to be pluggen most of the time considering the time it takes to work on such tasks.
