i'm planning to overclock as much as possible , not into gaming now but i will and encoding video mostly with convertxtodvd a basic program but very useful for me,my budget is $350 i already have the case and power supply.

Solution
As far as I know, this program only uses CPU and does not use GPU, therefore any GPU works for it.

Since I5-9600K has an iGPU you would not need to purchase a GPU separately. Instead with the Ryxen you need to buy a GPU.
On the other hand, the I5 does not include a cooler and the Ryzen does.

To get all the power out of the i5-9600k you need a mobo Z390 to enable OC. At Ryzen 5 2600 you get a cheaper B450.

I5-9600K is much more powerful than Ryzen 5 2600 (another thing would be Ryzen 5 3600).

Do your sums and choose.

I currently use my 3700x/X470 rig to convert videos with ConvertXtoDVD and it works Great.
It converts 2 movies to a DVD in about 10-12 minutes.
It takes a as long or longer to actually burn the DVD.
Before I upgraded to a 3700x, I used a 2600 (OC'd) to 4 GHz/B450 rig and that worked well also.
The 2600 would take between 20 and 30 minutes to convert 2 movies to a DVD.
