Question Ryzen 5 2600 Cpu usage is Unstable

I have an issues with my ryzen 5 2600 cpu, my cpu usage goes 20%-50% when opening app, and it's also goes 40%-60% when watching youtube. My CPU Temp is normal, it's around 40-50 degrees, and i also use windows 11

Cpu : Ryzen 5 2600
Mobo : Ab350 Gaming K4
GPU : GTX 1050ti
Ram : Viper 16gb (2x8) 3200mhz
Storage : HDD
PSU : Cooler Master MWE 450
When i still using windows 10 it's fine, the usage is always 5-10%
