Ryzen 5 2600 overheating

I have a problem. Recently I built my ryzen system and my ryzen 5 2600 can't even clock to its stated turbo boost frequency of 3.9. Instead, it only just clocks to 3.6. Temperatures jump to aruond 10-15 degrees celcius higher than usual and then go down. My cooler is Deepcool Gammaxx 400 and my motherboard is MSI Z370 gaming plus. Help me if you can.

When you enable XFR (the auto overclocking of ryzen) in the bios, the temps always fluctuate around 10 C. this is bcoz ryzen boosting itself if there is more headroom for temp. if you disable the XFR, you will see more stable temps. And your temps seem okay, my temps stay at 54 while rising up to 67 C and falling back down.

But there is no reason to actually disable xfr, since the temps are within acceptable ranges. only think of disabling it if temps rise over 80C. the cpu throttles at 95C for my 2600x
