There are lots of possible reasons Why it is staying 1600-1800rpm
Such as dust in system, ambient room temp, lack of airflow through the case, improperly mounted heatsink/cpu cooler.
Since the recent series of win 10 1809 updates my ryzen balanced processor power management settings was changed.
Last week for grins and giggles I opened up ryzen master to see: all cores @4.24g
@Idle and the edc readings in yellow.
The edc in yellow was 1 thing i had to look into when i upgraded.
That led my to the power plan.
So open up ryzen master see what going on note temp , what are your cores are doing.
Check the ryzen power plan
Processor power management Dbl click
3 fields open up
Click on min processor state set to 5%.
And cooling Active
Apply then ok.
This is the easiest to start with.
