Question [Ryzen 5 3400G] Change AMD stock cooler with tower cooler, getting warning PROCHOT HTC and EXT and dropping the clock speed to 0.5ghz ?

hello, i have question about warning PROCHOT HTC and EXT from my cousin's PC because he want to change the stock AMD cooler with tower cooler (deepcool gammaxx 400 xt). for the PC spec, it using gigabyte b450 s2h, 16gb 3200mhz ram, corsair cv550w PSU, 512 GB nvme ssd . it kinda weird because before changing with the new cooler, it still fine and not get any throttling at all. when i check the temp with HWINFO64, the VSOC MOS temp. was touching 85c when playing valorant. the cpu still in full speed around 3.8-3.9ghz and the game was smooth. but after change to tower cooler, it getting throttling warning when the VSOC MOS temp. touching 71c and drop the cpu clockspeed into 0.5ghz, made the game stuttering as heck. i already try to reset the bios, pull the bios battery, and update the bios to the latest ver. but i still getting HTC and EXT warning. oh and with the tower cooler, the cpu temp. was around 35c and it already show PROCHOT HTC and EXT warning from the HWINFO64.
 
It is a means for some other management controller on the system motherboard to send a PROCHOT signal to the CPU to cause it to throttle to minimum frequency, usually because something else on the system motherboard is going to overheat and the management controller wants to avoid this from happening. The reason why it commands the CPU to throttle, even if the CPU is not overheating, is the CPU is usually a significant if not the largest power component in a computer, so throttling it to minimum frequency will reduce the total power consumption and thermal contribution of the CPU to the system significantly which can help avoid the other component from overheating.
 
The stock cooler blows air down to the mobo cooling these components the tower cooler doesn't.
Vsoc are the uncore VRMs, basically you have to make sure to have good airflow over the components shown highlighted in this pic, both groups because if you cool one the other one is going to give you the warning.

Ahh okay. And yeah the vrm mosfet on the top didnt have any heatsink. We have plan to buying this and are these thing will helping to cooling down the vrm mos? Cuz' when he build the pc 8 months ago, it just fine and not having throttling at all until now.

These things still need air to pass over them to take the heat away.
You either need a cooler that blows air down just like the stock one or you need to add fans to the case that direct air over the mosfets.
