So this is a budget build where saving 5$ for a very small drop in performance may also be considered. I need this build for games like GTA V, Assassin's creed, battlefield, red dead redemption etc. at medium settings so no need to go high end.
I want to compare these two.
Also why is an i3 9100f a bad choice.
Will this build last a few years.

Solution
What if I go with an APU that would save me plenty of money but I don't know if it could handle games at medium settings.
Go with an APU for now and get a good PSU (likely a CX450 in the least). Later upgrade to a GPU when you can.
Ryzen vega graphics is better than Intel's iGPU. Almost all games will be playable in the lowest settings.

with that budget i could recommend a Ryzen 3 (3100 maybe) with dedicated gpu like rx570 or 580 and you will get better performance and i don't think it will cross your budget (i dont know the cost to get those in India)

1080p above 60fps high setting on most games

A GTX 1650 Super is better. It's better than rx570. And about RX 580, the limitation is more the power supply. A descent unit is needed for rx580

Its around 465 dollars but please note that I am from India and parts are little costly as compared to USA.
I am building it with 8X2 GB 3200Mhz, B450(whichever cheaper brand I get) and a 550 watt psu.

Ryzen 3 3100 : 8688, or Ryzen 3300X : 11500
Asrock B450 Pro : 7456
Asus tuf 1650 Super : 16950 or RX 570 : 12499 or Gigabyte RX 580 : 13999
Corsair 16gb DDR4 3000mhz Vengeance: 7400
1TB Blue hard disk : 3550
120 M.2 Sata SSD : 2622
Corsair VS550 : 3699
cabinet : Antec NX200 : 2650

So if you go with the lowest RYZEN 3100 and RX 570 your build will cost : 48,564
