Does asrock b450 pro4 work with the cpu without bios update. also can asrock update bios without cpu?

No. Only Msi's B450 mobos - well, most of them - have it. The other brands included it on their more expensive models.
Msi is your only option for a more affordable board with bios flashback.

Just finished building the pc yestarday and everything powers on the ssd works psu works case front io and fans work but no display. The CPU is Ryzen 5 3400g and the motherboard is Asrock b450 pro4. Also the bis isn't updated
