Ryzen 5 3600 a good buy when released?

I saw an article on toms hardware that the r5 3600 will have 8 cores and 16 threads and will be 7nm. Will this maybe beat an i7?

We do not yet know the IPC or clock speed gain we will see from 3rd-gen Ryzen. I would place my money on it not beating a current-gen i7 (in reference to PC Gaming). But I actually hope that it does for the sake of the consumer.

According to the toms hardware article, the core clock is 3.6ghz and the max clock is 4.4ghz

Where's the article? 4.4GHz doesn't sound like it will be beating a 5.0GHz i7 unless the IPC has increased substantially.
