[SOLVED] Ryzen 5 3600 boot temps too high

I spent all day building a new pc with a Ryzen 5 3600 and an NZXT Kraken x63 AiO. When the system was ready to go, I booted it up for the first time and the cpu temps in the bios were higher than I expected (45-52 degrees Celsius, very high idle temps for a water cooler while idle). I checked to make sure the CPU and pump heat sink were making full contact with the thermal paste, and they were. However, im still getting the same temps. Is there something else I can check?

Normal temps are 10-15C above ambient room temp at idle and 65-70C under load.
Bios can read higher temps during initial boot up, BIOS is a simple, single-threaded program, so only a single core gets boosted to 100%.
Use HWInfo64 to measure CPU temps at the Die for a more accurate assessment of CPU thermal.
