Question Ryzen 5 3600 not boosting to 4.2Ghz as advertised ?

Hello I recently switch to AM4 Platform a few weeks ago as it has long upgradability supports. I bought a Ryzen 5 3600 for 30$ on local market the cpu is in good condition aside from left over thermal paste from the past previous owner. Everything works great I paired it with my GTX 1660 super but here is when I notice something odd on my CPU Frequency. While I was monitoring the CPU temp using Ryzen master and HWINFO I noticed that my Ryzen 5 3600 only boosting to 4117 all core when this CPU should be boosting to 4.2GHZ as it advertised by AMD and btw temperatures are good I tested it on prime95 cpu temp only maxing out at 69 to 71c, while gaming it only hovers to 52 to 58 (depends on my room temperature).

Samsung 2x8 3200 cl16 (Yep not that great)
GTX 1660 super PALIT
MSI TOMAHAWK B550
Thermaltake Smart RGB 600W PSU
Thermalright Assassin X120


So did I got a bad CPU? or This is just normal for a Ryzen 3600. Please if anyone could help me I gladly appreciate I'm kind of new at this AM4 platform.

4.2GHz is the boost for single, maybe dual core, but not all core. Usually the all core boost of the 3600 is only about 4GHz. You hitting 4.1GHz+ is a good all core result.
 
Yeah it shouldn't boost to 4.1 all core out of the box, only 4.2ghz on a single core here and there, so something must of been changed in the bios or Ryzen master, but if its stable and temps are in check, I wouldn't complain, thats pretty good all core boost, and it so close to 4.2ghz I doubt you'd notice it.

Could also be hitting the silicone lottery and good cooling.
