Question Ryzen 5 3600 running very hot & @ 4 GHz out of the box

Hi,

This is my first computer build. Ever. Not fully sure on everything I do but I was monitoring the temps etc of my PC and noticed my CPU is running at an avg. idle temp of 58C and the current clock frequency in NZXT Cam is consistently reading 4192MHz. I know the stock frequency is supposed to be 3.6GHz and I haven't knowingly overclocked anything (I don't know how) and never intended to.

When I'm in my BIOS it says the CPU Voltage is ~1.008V and the clock speed is 3593 MHz but then after boot and in windows using NZXT Cam my clock speed is 4192 MHz. When using HWInfo the voltage in my CPU is going up to 1.41V.

CPU: Ryzen 5 3600 (using Wraith Stealth stock cooler) also using Phanteks p400a 3 intake fans.

Motherboard: Gigabyte x570 AORUS Elite.

Any advice is greatly appreciated I don't want to damage any of my components. Note: All this information is while IDLE (1-3% load), no programs besides NZXT Cam & HWInfo.
