Question Ryzen 5 3600 with RTX 3070 underperforming

My OMEN 30L is underperforming ever since I bought it back at the beginning of 2021. I get 70-80 FPS on 1080p on Warzone, and 40-60 FPS on 1080p on Rust as well. I have changed to a 1440p display but nothing had changed, the fps is still the same. I tried messing with the quality settings of the games and there is minimal difference between using ultra-max settings or ultra-low settings. (Maybe around 3-6 fps change). I had put the Rams to 3200mhz and also put global settings as well as game settings to high priority and performance. I have zero ideas what is going on. I don't think there should be a big bottleneck between the CPU and the GPU. Below are my specs and a userbenchmark.

CPU: AMD Ryzen 5 3600 - 85.5%
GPU: Nvidia RTX 3070 - 151.2%
SSD: WDC WD BLACK SDBPNTY-256G-1106 256GB - 197.1%
SSD: PNY CS900 240GB - 55.2%
RAM: Kingston HP32D4U8S8HC-8XR KHX3200C16D4/8GX 16GB - 87%
MBD: HP OMEN 30L Desktop GT13-0xxx

This guy is roughly same performance in Warzone. R5 3600 is ok, good enough for 80fps, but, if you want more from the graphics card then 5600x would certainly be better for it as it's ipc is much better and can dish out more frames for gpu to render.

This guy has an average of 130 fps at 1080p. I am much lower than that at 1080p. I saw this video before and was upset because I have the same specs but the performance difference is so high.

Oh sorry was looking at 4k fps at the beginning. I see now 1080p fps is last section. They are running faster ram though listed in specs so thatll be the main difference.

What speed is your ram running at in task manager? Just to clarify. Check memory tab in cpuz as well.

Make sure as well there is no resolution scaling (dsr or similar) going on in Geforce Experience if you use this.

My RAM is currently running at 3200Mhz. Resolution scaling is disabled in GE. It seems like whatever settings I change, there is little to no difference in FPS
