I OC my Ryzen 5 3600X CPU to 4.225 Ghz and 1.3v

Is this a ok setting ? Or can I use lower volt?
I won't go over 1.3v

I have Asus ROG STRIX b-550-f gaming mobo and hyper fury 3200 DDR4 Ram
Kraken 63z 280 AIO cooler

That sounds right and more than OK. as long as you are getting decent temperatures (up to 75c).

Yes, temp are around 55 to 64 degree under gaming and benching 😊
And all cores running at 4225 GHz.
