Hello everyone. My PC has been behaving extremely frustratingly slow past few weeks. I will list my specs and the issues I am facing. Kindly advise.
System specs:
1) AMD RYZEN 5 7600 (New processor)
2) ASRock B650e PG RIPTIDE WIFI (New motherboard, Bios updated to 1.28)
3) Crucial 16GB CT16G48C40U5 (New Ram, Not in QVL on ASRock website but QVL on Pangoly website)
4) PSU Seasonic Focus GX-850 (New PSU, Tier A, but old model without ATX 3.0 Upgrade).
5) Saphhire Radeon RX 580 8GB ("""USED CARD from China""", Most probably mined)

I know! I didn't have money for better card and I plan to buy RTX 50,60 Series in future, no need now because I only cared about future proofing the platform with DDR5 and PCIE GEN 5 when I assembled my system.

Problem:
I had running my PC on a HDD (3 years old 8TB) and after few weeks the desktop performance became dead slow where even opening the recycle bin would take half hour. Gaming performance however was good for the given specs. Then my PSU died and now it has been replaced by new PSU because of RMA.
Now again, the problem is same after installing new windows to another HDD (7 Years old 3TB). The windows loads fine. But once I am on desktop, the recycle bin, the programs, Task manager, start button etc etc take 1 hour to load. Games don't even load at all now. This happens 8/10 times when I start my PC. BUT 2/10 times the windows and programs and games load perfectly fine. Once inside the game, performance is really good according to specs. No random shutdowns even after hours of gaming, no fps drops, GPU temp under 75, CPU under 95 (Ryzen 7000 has that ceiling but I will underclock it soon). I have fresh updated Windows 11.
Now what must be the culprit?
Is it possible that HDDs (Both of them) are failing and cannot access sectors, but if they do, the performance becomes normal?
Can it be a faulty CPU or Motherboard (In my opinion not because if these two had problems then I would have faced the issue 10/10 times and not 8/10 times, but I can be wrong)
