Question Ryzen 5600X not working but motherboard is good!?

Received a cpu and put it in my computer over my Ryzen 2600. When I turn it on the GPU fans turn as well as the case fans, but not the CPU fan. After a few seconds, it seems to restart, and right as it shuts off/turns on the fan moves slightly. Any idea what could be wrong? The PC works fine when the 2600 is in it, so that's why I don't think it could be anything but the CPU. Someone told me I need to update my BIOS for it to work but I'm holding off on that at the moment. Any help is appreciated.

GPU- 1660 ti
Motherboard- B450M Pro4-F
Corsair RAM-48 GB
600W PSU

You need motherboard bios version P2.40 or newer to run a 5600x.
Run cpuz as an administrator and the motherboard tab will tell you your current bios.

Ok so i'm at P1.30, from when i bought it lol. So I would go to amd's website and try and get the new bios installed? Just making sure

Read MB manual very carefully and follow instructions exactly.

Link to Asrock web site describing how to update BIOS using 'Instant Flash'.
Read carefully and don't be tempted to switch off the machine during the BIOS update.
BIOS updates typically take 2 to 3 minutes.
