Question Ryzen 5900x max clock is 547 MHz on all cores!

I just did a Ryzen 5900x build with the Asus Crosshair Dark Hero MB and .Corsair Vengeance LPX 32GB (2X16GB) DDR4 3200 (PC4-25600) Ryzen Master states my max clock is 547 MHz! No changes have worked. I have the latest bios. It will not change speeds. In the bios it states 4300 MHz but in windows 10 it's running at 547 MHz. I tried over clocking with Ryzen Master and also with Asus TPU II profile since this pc is water cooled. Nothing works.

was the os fresh install on this system?
latest bios and chipset driver?
