yes to some extent, the core frequency for 1700 is quite low. you probably need overclock the cpu closer to 3.6 or higher to make it competitive versus most of the mainstream processors.
As zyh1987 said, there will be some bottleneck due to clock speed, but something that would help is gaming in higher resolution. With the 2070 you should be gaming at 1440p or high refresh 1440p and that would take some of the load off of the CPU so the bottleneck will be less perceived. Bottleneck tends to really happen with lower resolution where the CPU is just getting hammered with work and the GPU is just idling along. Higher resolution makes the GPU do the hard work and allows the CPU to not have to work as hard.
