Ryzen 7 1700 OC with stock cooler and b350 tomahawk

Hello yesterday i got my new pc with:

Ryzen 7 1700 with stock cooler
MSI b350 Tomahawk
Corsair Vengeance LPX, DDR4, 16GB(2x8GB), 3000MHz
GIGABYTE 1060 6 GB G1
From old pc i have PSU which is:
Thermaltake 630W

I already overclocked CPU to 3.8, max temps when playing are 60-70 C, idle 54 C
and my question is can i overclock to 4 GHz or at least 3.9?

I've heard that MSI b350 tomahawk is not so good for overclocking is that true ?

I've ryzen 7 1700 (with stock fan) & B350 tomahawk... But @ 3.7 Ghz 1.285 V... What is your setting voltage?
