Ryzen 7 1700 will not go past 3.0 ghz

Early today before I updated my bios I could overclock it to 3.8 stable but I just updated to the newest one witch was f23 and now it will not pass 3.0 at all I don’t understand
I have a gigabyte ga ax370 gaming 5 motherboard

Where (app) are you checking the CPU speed?
Could you post your system componets
What are your system temps at idle and load?
3.0GHz is the clock speed of Ryzen 7 1700, unless your temps are adequate for Turbo speeds (up to 3.7GHz)
Try resetting the BIOS (CMOS) and try to overclock as you previously did.
