Question Ryzen 7 1700x clock speed becomes abysmal during benchmarks and really affect my performance

So I have had my pc for a year now and always thought something was wrong. It is my first pc and I didn't (still do not) know much about practically anything in my computer. Then I did some research and found some things out. Anyway, I started doing some stress testing using Cinebench R20 and my scores were abysmally low. Also, when I am stress testing or just doing things on my computer, it shows that I have fluctuating clock speeds, it does not stay constant. Which concerns me. Someone please help me solve my issue.

Specs:
MSI B450 Tomahawk Arsenal Gaming
Ryzen 7 1700x. stock speeds
16 gb T- Force Delta RGB Ram DDR4 3000mhz
RTX 2070 8gb

My Cinebench score was 1422

and my clock speeds during the bench was 1.73 ghz with a constant temp of 75 C

Reset all BIOS settings to default.

Set Windows to Ryzen balanced mode

I reset my bios settings but it didnt do anything, I have the power mode on the whole time.
