Ryzen 7 1700x clocks going to 2.2 when trying to OC

So I just got my self a new 1700x with a MSI x370 Xpower gaming titanium MOBO and I'm trying to OC the CPU. When I change the clock and reboot the setting in bios gets updated to the clock I set but when I boot up ryzen master says the clock is 2.2 and the performance is drastically reduced. I am brand new to overclocking so it is totally possible that I am doing something wrong, but I can't seem to find the answer anywhere... Please help before I go insane!

I have a thermaltake floe riing. I just discovered that if I leave voltage on auto I can take it from 3.4 to 3.5 and it works fine, but as soon as I touch the voltage it goes to 2.2

I had the same thought, but I took it up to 1.4v on a 3.7 clock and the same issue. From what I understand 1.4v is pretty high. Could it be that I only have the 8pin atx plugged in and not both an 8 and 4 pin?

as soon as I tough the voltage, regardless of clock speed, straight to 2.2 when I load into windows
