Question Ryzen 7 1700x gtx 1070it

Hello.
So i've built a rig that i feel is underperforming. I can't really pinpoint an issue and i've tried a lot of things. So basically. Even if FPS is ok (above 60), games are not running smoothly. Specifically PUBG and Apex Legends. Now i know.. PUBG may not be the best example, but i feel like my rig should handle it at least 30% better than it is. I'm having little stutters and lag. I've tried to overclock my system and that doesn't solve the issue completely. What helps the most is if i overclock Ram from 2600ish(bios default) to 2900ish, but still gameplay is not smooth. I've tried to disable HPET in windows and that also didn't solve the problem. I've made sure that i updated all the drivers, i've even updated the bios... all with no luck. Are my expectations too high? I thought i could run games smoothly.. especially Apex man.. that game isn't THAT demanding. I've monitored my cpu load and heat when i game and heat doesn't get higher than 65.

Asus Cerberus gtx 1070ti 8gb
ryzen 7 1700x
msi b450 gaming +
kingston hyper x 3200mhz 16gb ram (8+8)
be quiet psu 600w

what the cpu/gpu temp and usage during the game?

Yes fresh OS.

When i play PUBG my stats are: GPU 62.C. 65% usage
CPU 54.C. ~30% usage
