Ryzen 7 2700U Won't Boost, Maxes at 72% Usage

I have an HP Envy x360 13.3" with a 2700U.
I decided to run Cinebench to see what kind of performance this chip has, only to find that it's stuck at 72% utilization and won't boost past 1.58GHz. I have Best Performance selected in Windows battery settings already. It also seemed to be struggling more than usual in CS:GO (one of the only games it will run kind of well) and I had to drop it to 720p to get playable framerates, which hasn't been the case in the past.
What do?

It scored 337 in Cinebench, in case you're wondering.
 


"Balanced" isn't an option for some reason, so that is likely not the culprit. I would also think thermal throttling, as I know this laptop specifically is prone to it, but the fans don't even ramp up much, and I've heard them get loud before. Open Hardware Monitor isn't showing temps, so I don't have any extra info on that. All I can say is that it doesn't really get hot while running cinebench, and it never even tries to boost or go past 72% utilization, it just plateaus and doesn't budge at all.
 
I think it's "Ryzen Balanced" or something like that, and is usually available after the chipset driver is installed.

As for throttling, try downloading/running RyzenMaster. Third party tools can be a bit hit or miss in their readings for Ryzen full stop, I'd imagine that's doubly true for the mobile chips. Check what RM says as far as temps - your description does sound like throttling, although the 72% utilization is strange.
 


It won't launch because apparently this CPU isn't supported by the application. Can you link me to this chipset driver? I can't seem to find it.
 


I actually think I remember reading that before I got this, but I guess I'd completely forgotten. Oops. I've been installing windows updates for the last few hours now (with more to come) and it seems to be boosting just fine! Thanks for the reminder if nothing else.
