I was planning on upgrading my current system to an asus x470 Pro Carbon motherboard and the above-mentioned CPU and graphics cards, with 16 GB of ddr4 ram, which is:
MOBO: MSI 990FXA gaming
CPU: AMD Phenom II X4 B95
STORAGE: Crucial SSD (cant remember GB)
COOLER: generic dual tower heat sync with a fan
PSU: Thermaltake 850 Smart Pro RGB bronze+ and fully modular

Solution
No more then running SLI on 8x links will in general. But this is mostly a 4K problem as lesser resolutions don't need a full 16x link. This is why I am waiting for PCIe 4.0 to drop, as an SLI 4K@60hz user myself, before making my next CPU upgrade. There are only a handful of situations the smaller link will be an issue. ≥4K@60hz obviously and >1440P@144hz are problem areas for 8x PCIe 3.0 links.
