ryzen 7 2700x with rtx 2080 bottleneck?

my friend just got an rtx 2080 and ever since he installed it all he is having is problems. He played black ops 4 blackout and he is saying there isn't much of a performance increase from a switch from a gtx 1070. Also when he is streaming he is saying his cpu usage is at 100% and it makes his game stream stutter alot. Today he used the gtx 1070 to test it out and all those problems went away. Could it be a bottleneck and how can he fix this?

What is his CPU usage during these issues? But possibly yes. I have heard some folks not getting the full kick out of RTX cards on Ryzen or older CPUs (like even intel 6700K CPUs) platforms. Not sure how much of this is fud as I have only been hearing these rumors for a couple weeks now.

his cpu usage is anywhere between 75 to 100%

Yeah if his CPU usage is that high he is at a CPU bottleneck and the RTX 2080 can't stretch it's legs.

Did he remove old drivers using DDU before installing new card?

He should not be getting CPU usage that high. There's something wrong with his system.

Is he playing at 1080p because I have a R7 2700x and 2080 rig myself and I play at 1440p with no issue. My CPU usuage hits around 70 percent max for me
