Beside the other issue, I notice my Ryzen 7 3700X is causing my computer to hang when loading a application after installing latest update of Windows 10.

How do fix this problem?

Please define " hang" What is it, slowing down, having high CPU load, what ?
This update : August 13, 2019 - KB4512508 (OS Build 18362.295) was causing high CPU usage due to Cortana and Bing/Windows search and impairing performance quite a bit. It's supposed to be fixed in latest, build

Cumulative Update KB4515384 Windows 10 v1903 build 18362.356 Sept. 10
Please check in Task manager.

This appears to be a problem with Windows updates rather than a hardware-related issue. Microsoft has pushed out some rather buggy updates recently in which have broken multiple components of Windows 10 (search, Cortana, start menu, audio, wireless, and a few others).

I've experienced hanging and hesitation too on my i7-4930k recently, especially at boot and program launch. Another system, equipped with a 2700X, updates manually and on a 2-month delay -- no sign of the problem there. I don't think the problem is hardware-related or tied to the 3700X.

When i use my Intel i5 7600 computer which contain latest update ...everything works fine and loading applications fine...no random hanging

When i use my Ryzen 7 3700X computer which contain latest update .....everything is not fine...random hangs when loading application . I suspect is the bios updates, chipset drivers updates some how alter the way Ryzen 7 3700X CPU runs permanently to create more issue. The problem might not happen right away for other Ryzen 7 3700X users,,,

I double check the SSD or DDR4 parts...they are working normally no errors. I checked motherboard is fine also..

It’s the August Windows 10 update or updates. I have the Ryzen 3900x and it does the same thing. I called MSi, AMD. My build B350M gaming pro motherboard. 32gb ram and MSi 2080 RTX gaming x trio. I did a clean install and once I updated windows 10 at the end of August. The issue was present again. The September update didn’t fix the 5min to 1hr and a half loading windows. I emailed microsoft about the issue. As of now there is nothing we can do.

This is ridiculous getting high temp spikes and concering unusual voltages on the CPU just going to tomhardware forums..

Saying its fine or normal not correct answer.. Defeinity not normal for Ryzen 7 3700X

I'm waiting for new BIOS with new AGESA 1003 ABBA to smooth out boost, voltage and with it temperature problems. According to tests, 62c - 64c is when PBO boost slows down.
For now, I gave up on 4.3GHz+ boost as auto voltage hit 1.5v and dropped to 1.3v or less under the load, which is of course quite opposite of what should be happening !!
Manual voltage to 1.3v, LLC5 keeps voltages to 1.3v at all times, idle temps up to 35c and max up to 70c under full load.
Boost goes up to 4.25GHz but on all cores giving me score of 4911 in CB r20.
