Question Ryzen 7 3700x hitting 98% EDC

Hi my rig is currently hitting 90+% EDC i'm curious is that fine or not?
currently im running the power plan at balanced.
my complete specs are the ff:
Ryzen 3700x
RTX MSI Gaming X Trio 3070
32gb Trident Z neo 3600mhz
1tb m.2 ssd
500gb m.2 ssd
Seasonic Prime Gold PSU 750 watts

I will try to change the thermal paste for good measure but the temps are fine ranging from 40 to 55 C for the GPU and 50 to 61 for CPU.
I'm worried and don't really know what to do please help. Thank you!

It's fine.

But earlier the rigged hanged and stuttered and restarted itself. I dont know the reason though. thats why im guessing it might be related to this but i dont know, and when it stuttered and turned black with some white stuff all over the screen tho its running pretty fine right now. First time it happened like this.
