Question Ryzen 7 5700X is clock locked ?

I have a problem with a Ryzen 7 5700X that I just bought. I have used cinebench to run a performance test on it and I see that the ghz does not increase from 3.60 ghz at 100% load. I have already tried with the PBO in the BIOS. I have the power plan in high performance and nothing that I can get the processor to increase its clock frequency.

My PC Specs
Mobo: B550 Rog Strix Gaming F WiFi 2
CPU: Ryzen 7 5700X
GPU: EVGA 1080 Ti FTW3
RAM: 32GB (8GB x 4)
Cooler: be quiet Dark Pro 4
PSU: Corsair RM750x
 
Its running pretty hot, obviously. 3.4ghz default, upt to 4.6ghz boost. Have you changed anything else in the bios and checked for turbo boost or similar to see if it makes any difference?
 
Yes, I activate the turbo and the PBO but there is no difference, The processor remains the same at 3.60 ghz. The frequency only changes when in the Ryzen Master I select AUTO OC, I restart the PC and put it back to Default, the gz in total stress drops to 3.01 and so on, but there is no increase in ghz at any time
 
You could try manually overclocking it in the bios. Change the cpu muliplier slightly higher and run the test. In you screenshot it says it's at 36
