Hello guys.
So i search info read forums but still cant find good answer.
Pc spec:
MOB: Msi b450 gaming pro carbon max wifi
RAM: hypex fury ddr4 3200mhz 2x8gb cl16
GPU: Gainward rtx 3060 ti ghost oc
CPU: amd ryzen 7 3700x
PSU: Corsair rmx850X
Monitor: 1080p 240hz ips
So the question is:
I mostly play cs go and ofc cs2 is coming soon, but even cs go doesnt feel smooth sometimes even feels like its laggy i play 4:3 resoliution, i check for bottleneck and other webs show 6-7% bottleneck for gaming, is it worth to upgrade cpu? im thinking about ryzen 5 5600x/7 5700x or 5800x i found info that with 5700x ill get 0% bottleneck what should i pick or i even need to upgrade? (dont want to change any other components)

You probably won't notice any significant improvement switching from a 3700X to a 5700X unless your games are very lightly threaded. See comparison below:

https://nanoreview.net/en/cpu-compare/amd-ryzen-7-5700x-vs-amd-ryzen-7-3700x
any better options? becouse its my last ever build, and now im 99% sure i cant use full potential of 3060ti even if i stream using gpu i have huge drop from avg 400fps to avg280-300fps or if i play community servers i have huge drops from 400fps cap to 230-280fps

Some games like CSGO are cpu heavy and largely single threaded.
Try this simple test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

One way to assess your single thread performance is to run the cpu-z bench and look at the single thread performance.
A 3700x should score about 528 which is quite good:
5700X and 5800X would be a modest bump.
The 5800x3d is an interesting option. It has a good following for gamers.
The negative is that for anything else, it is not so good.
I don't know that I would pick such an inflexible option.

Ignore those sites that claim to do bottleneck calculations, they are considered junk science.
There is always a limiting factor, sometimes cpu and sometimes graphics.

thank you for advise ,will try when get home. im already playing only on 1280x960 tried before different resolutions for example if i switch to 1080p 16:9 i lose just very small amount of fps if i switch lets say to 1024x768 i gain like 5fps

Went from a 3700x to a 5700x with a 6900xt. +10-20 fps in COD MW2. Would guess smaller gains with your gpu as it's already probably well fed from the 3700x

if you gain 20fps in cod, it means i can gain even more in cs go, after all main reason i want upgrade is becouse of streaming.
with obs nvenc i have around 130fps drop and it feels crapy not smooth at all thats why i think to try upgrading to abit more powerful cpu

so yep i did those tests
cpu- single thread i got 511
and i test fps on 1280x960 i got 393fps
with 1024x768 i got 404fps
