Question Ryzen 9 3900x core speed fluctuates

I recently built a pc with a new Ryzen 9 3900x. The cpu runs at a base speed of 3.8 GHz and it is not overclockedt (at least that I know of). Recently I noticed that the cpu speed keeps fluctuating between 3.5 GHz to 4.5 GHz (based on CPU-Z) every 1s-2s. Task Manager shows a similar behavior but the cpu speed rarely goes below 4.10 GHz. This is at 3%-5% utilization (idle) . CPU temps are in the 40-50s C.


Just wondering if this fluctuation is normal?

Why?

In the background on windows a lot of apps and services are active and uses some CPU-resources. And therefore , if some action is performed ( even with 1 % and lower CPU-utilization), frequenzy goes up for a short time.
