Question Ryzen 9 3900x high voltage/temp problem

I just upgraded from a ryzen 5 1600 to a ryzen 9 3900x

I used ryzen master to map the voltage and the temperature and voltage I think are a bit high.

The temperature is always more than 50 degree Celsius and the voltage is around 1.45 - 1.46v constantly

This is my current build -

Motherboard AB-350m Gaming 3 (Rev 1.x)
RTX 2070 GPU
Corsair CX 650 PSU
G.skill ripjaws 8x2 (16GB total) F4-2400C15S-16GVR RAM
Coolermaster master liquid lite 120
1TB HDD 5200 rpm
1TB SSHD seagate firecuda
240GB SSD WD Green

Common problem with the new Ryzen 3000 chips. My 3700x does the same thing. Looks like PBO is sensitive to boosting under small applications at idle. I went with -.102 offset under volt. That keeps voltage under 1.35. Others have set the power plan under windows to ryzen balanced and set the maximum cpu usuage to 99 percent. This will turn off boost and keep idle voltage at .9 . Performance will suffer of course. Bios and chipset updates are needed.
