Not really a bottleneck but GPU may not give you enough performance for high resolution settings, frequency and detail in some games, no matter which CPU. 1008p @60-75Hz should be fantastic on account of CPU.I am planning a new pc build consisting of a ryzen 9 7950x and a 4060 ti, would this be too much bottleneck for gaming?

The Windows scheduler updates for the dual CCX cpus aren't perfect, so stick to the single CCX chips for just games.
None of them are CPU heavy enough to require a Ryzen 9 7950x, a 7800X3d will be more than fine, its the fastest gaming chip around currently. Ive attached the 14th gen review so you can see how everything stacks up. I would say games that try to emulate realistic physics like Beamng or Teardown. No game by itself is heavy enough to make use of all those threads. Even if you have your browser open on the side, that's extra ram use, not cores.
Plus, there's still the additional latency incurred from the dual CCX cpus that hasn't been ironed out completely in operating system drivers.
I still suggest to stick with the single CCX cpus if the purpose is focused on games.

I don't becuase I generally don't have performance monitoring software open while I game so that I can focus fully on the game and not on FPS (unless the game's performance is really bad). From the game's steam page the minimum is an unspecified quad core CPU and the recommended is another unspecified i7 CPU (with more than 4 cores I would guess). Those darn game requirements though. Very unreliable.
Sometimes, the truth simply falls to game optimization. There's so many different combos of hardware and installed software out there, and only so many can be accounted for. That's why some experience a bug-ridden nightmare, some see a few bugs, and some see none, all from the same darn game.
