Question Ryzen CPU won't run at max performance under load ?

Apparently my CPU has low utilization, a low score on cinebench R23, and have PPT TDC maxed out at ~25% and EDC maxed out at 40% under load ?

What are you considering 'max performance'?

Low CB23 scores could be inadequate cooling since Ryzen is so temperature sensitive.

Memory running at default clocks (2133) can also hurt performance. Try resetting CMOS and then enabling XMP or DOCP profile.

I'd also suggest dumping RyzenMaster. It's known to harm performance, especially if running at the same time you're running a benchmark. Uninstall it since it's service is also a problem even if the app isn't running. For monitoring get HWInfo64 instead.

try to set PBO to off ( or auto) in the BIOS.

Or...as others have noted...reset CMOS after uninstalling RyzenMaster to be sure the things it's done to BIOS settings are reverted to stock.

I see on various youtube videos if the CPU is under load, PPT TDC EDC maxed out to 100%
