[SOLVED] Ryzen downcloking when idle?

My ryzen chip (1700x) seems to say it is running at a lower speed when idle on task manager and running constantly at 4ghz on hw monitor?

yes. All processors have a low idle speed. From the pictures that's actually a very high idle speed.
