Ryzen not running at full speed

Hello all,

I recently bought Ryzen 5 1600x, which advertises that it runs at base clock of 3.6 ghz.
When I play demanding games such as PUBG or FSX, the cpu still runs at slow 2.1 ghz or even 2.0 ghz.
These are my desktop specs:

Ryzen 5 1600x @3.6ghz
MSI Mortar B150M
GTX 1060 3GB
Samsung RAM 8gb *2
SSD 250gb
Power supply 500W
Windows 10


By the way, my bios reads under specification that my cpu speed is 2.20 ghz

Is it actually identified within the BIOS as a 1600X?

Look for mention of a multiplier (8-45 or so), as it sure seems like yours is somehow locked to 21x....
