Hard to say which is better without knowing what you plan to use it for. If you are just purely gaming, the i5 is better right now. If you are gaming and streaming or using productivity software, Ryzen is a better choice as the extra cores will help. Overall, both are good options.

Also helps to know how long you plan to have the system. I'm of the opinion that Ryzen will age better as programs get better threaded and become more optimized for it.

As for a GPU, it depends on how much is left in your budget after getting the other parts. but I'd say you are looking at a RX 580, but if there is enough money, you could go for a GTX 1070. You could wait for Vega, but there is no solid dates for when the consumer parts will come out.

Ryzen 7 1700 competes with the Intel's I7's.... This build would be best for your budget, add a HDD if needed! Best of Luck!

A bit light on the PSU, for my taste. I would go for a beefier PSU (550-600 W), because with 430 W you won't be able to overclock, should you want to, at some point, as that is one of the advantages of Ryzen, that all CPUs are unlocked.
As for the motherboard, while an X370 is perfect, i would consider a B350: the only advantage of the 370's over the 350's is that 370 allows SLI. Period. So, seeing as you also would buy an AMD GPU, i don't see the point with X370. What you save with a B350 over an X370 can be invested in both a slightly beefier PSU, and maybe even a 250 GB SSD.
My 2 cents 😉

Yah I agree you could go with a EVGA 500W or something similar for the same price. However I'd stronly disagree with the motherboard statement. If you going to overclock I'd always recommend getting a X370 motherboard over the B350 boards. The X370 will achieve better overclocks and wont be stressed as much since they usually have more power phases and better vrm cooling. Another advantage of the X370 is the more stable ram frequency and mhz support.
However I don't understand where you see that it only supports SLI? The motherboard supports x8/x8 mode with Crossfire. Most Nvidia GPU's don't even support SLI anymore either lol. Example: RX 580 outperforms GTX 1060... Has more Vram and can be crossfired.

Edit: X370 has plenty more advantages over B350. Ryzen works great with higher clocked memory with X370 supports and most B350 dont... Obvious choice in my opinon
