I currently have an i5 4690K which is bottlenecking in some titles with my 1080ti. I am using a 1440p 165hz monitor...

Do i go Ryzen or Intel??

Have you overclocked your I5-4690K?
If not, I would try that first.

Few games are going to benefit from the many threads that ryzen offers, and the single thread rating of ryzen is less than for kaby lake.
Here is a comparison if I7-7700K with a 6 core I7-7800X.
The superior clock of the 7700K wins in all games.

For 165 Hz gaming, a 7700K would be better, even though it has pretty terrible value today. If you have plans for keeping the CPU for a long time, then get Ryzen, even though it'll bottleneck at times at that refresh rate. The extra cores will offer longevity, while the 7700K will last a maximum of 3 years, maybe 3.5 if you push it. After that its 4 cores will really hold back performance.

But if you want to game at 165 FPS, and you want the current best without giving a peanut about future-proofing, the 7700K is your only choice for 165 Hz gaming.

An i7-7700k isn't going to be much faster than an i5-4690k in most games assuming both are overclocked to similar clock frequencies as there has been next to no IPC improvements in-between.

I'd wait for Coffee Lake which should come out either later this year or early 2018 which will bring hex-core to Intel's mainstream.
