Ryzen running at high voltage out of box

I recently purchased a ryzen 1500x a upon opening bios I found that it was running at 1.4 volts stock at 3.5 GHz and when I attempt to give it less power than that either in ryzen master software or in bios I run into stability issues

In bios it will always feed it a higher voltage, see in windows what is teh real voltage, for my ryzen overclocked to 3.87 it feeds him in bios 1.43V but in windows when it is idle it goes to 1.3V and when i stress it will go to 1.38-1.4V.
If you dont plan to overclock then i say dont worry.
Ryzen has the best auto-voltage from what i've seen in my life, it does not feed too much or too low, it just gives exactly what it needs thats why i keep mine on auto voltage.
