Will the 64 PCIe Lanes help make mining better?

I would think so since you could use 4 graphics cards at 16xpci-e or 8@8xpci-e. They might mine faster. I think there may be a section on Toms for mining though. May want to check there.

Would be better?

Which will gain more money without needing to use more cards.

I thought the rage for mining was having lots of 1x slots for to run lots of GPUs, which actually require fairly low throughput...

(I've seen some 'mining' MBs with 10/11 PCI-eX1 slots...clearly not intended for high bandwidth comms with GPUs....)

mdd1963 is correct. Crypto mining doesn't care about bandwidth across the PCIe bus, just pure number crunching. You need more slots not more bandwidth/slot.

Seeing that it cant beat Intel i9 7960X recently in performance wise...What should get?

If a 5% or so performance delta is worth $700 to you...then maybe get the 7960x in a month or so when they're actually available. Course then for a mere $300 moar you could get the 7980xe. That's only $2k. Just be prepared with some hefty cooling...that thing is going to bring the heat.
