Question Ryzen's sleeping cores

Hello. Ive got a big and nasty problem going down with my pc, all browsers, discord, battle net and sometime games like hearthstone are not doing fine, freezing, stuttering. low fps scroll etc. My cpu is Ryzen 5 3600, gpu RTX 2060 super. I already made few moves, but nothing helped. I reinstalled windows, reinstalled bios, tuned up my memory, closed all background stuff, installed older gpu drivers, nothing helps. It seems that the problem of that is ryzen is sleeping while im not playing, any action would cause him to wake a bit, but not to its normal clocks, according to ryzen master. I have it locked on 4100 mhz with 1.3 v via bios amd overclocking. Please help.

i installed it and did everything that was said to do on website, sadly it didnt really help and on most websites like twitch or youtube its still lagging. what can i do more to test anything of my hardware? my games run fine, no fps drops or stutters, its just browser, discord and some other apps

Try turning off or on Hardware acceleration in your browser.

Was this a fresh quick format/ install of Win10 and chipset drivers, or perhaps an upgrade from an i3, swap hardware and reboot?

Have you tired DDU to uninstall your GPu drivers?

Have you tired to get the latest chipset drivers from AMD: https://www.amd.com/en/support

fresh reinstall, and not the first one.
