The Pokemon games Gold, Silver, and Crystal are backwards-compatible with
Red, Blue, and Yellow through trading because the Gender is determined by
the Pokemon's stats. Obviously, you cannot trade G/S/C pokemon into R/B/Y,
or any sort of item attachment.
Because of SO many new stats and data for every Pokemon in Ruby and
Sapphire, the older games are, indeed, locked out forever. One hacker
noticed that the R/S pokedex had ALL the previous pokemon in it- from Hoenn,
Kanto, AND Johto... but there seemed no way to obtain them in the game. With
the release of Fire Red and Leaf Green, Nintendo unlocked the feature of
trading with Hoenn, and using Coliseum, you can get most Johto pokemon and
basically ALL Kanto ones.
However, there is no way to trade any pokemon from any game below Ruby to
Ruby or above.
