Most recolored objects and new objects require the end-user to have the
colour options enabler installed, not SimPe.
SimPe is a program for the hackers and creators of such objects, but it is
not a requirement for the people downloading the objects or hacks.
I've just seen too many posts asking questions about this.
However, there is always a chance that i have been misled...........as I do
have simpe :)

My understanding is that the reason to have Simpe is that some fo the first
recolours are not going to work when you get the expansion pack and there is
some way to fix that using SimPe when the time comes.

yes, but most creators are redoing their old work to be compatible with the
new expansion. It's an easy process to fix, but .............. oh I feel
for the people behind SimPe having to deal with the ones that 'just don't
get it'.

Where/what is the 'colour options enabler'?

I have the Colour Enabler (installed) yet I still have many recolors that do
not work(mostly bedding)....all blue. I just deleted them, but it made me
wonder. Any ideas?

If the file was renamed, it will not work right and becomes blue in the
game. Did you rename any of the bedding files? If not, it could be that
the creator did 🙁
Also, have you actually put the bedding into the game and had it be blue, or
is it just showing in the catalog that way? If it is just in the catalog,
then it could be something in the object thumbnails.
Even tho they are supposed to refresh everytime you run the game, sometimes
they don't.
